The same way a baby develops within the womb, or how ant eggs develop within their queen's egg sack, or ovipositor.

If you look closely at the shots of the sack in Aliens, you can see many circular shadows bunched together, giving us the idea that it doesn't produce in a straight line but rather just picks one at random from its stash- in other words, it's more like a Hefty bag filled with basketballs.
