That is an action figure, from Movie Maniacs series 6 by McFarlane Toys.
Cool Photoshop work, though.

That pic is an obvious fake, it looks like an action figure with some photoshop effects slapped on top.

I think it only had glowing eyes in one movie, and in one moment.. maybe because of a lense-flare on its own visor..
