You can start a spar with somebody in the Sparring Chamber, but it will not earn you rank points.

Are rank points what you use to get more skills?

Yes, look in the "Ask a Mod Topic" or the "Help for New Members Thread" or read the rules for help.
Both of these can be found by clicking the "Forum" button up the top, just under the "P" in AVPUniverse.
